Bart Langelaan 042222fbe5 fix(tasks/lint-rules): pin ESLint to v9 (#24278) ...

The `lint_rules` task is currently broken. See:
https://github.com/oxc-project/oxc/actions/workflows/lint_rules.yml

This fixes the task by reverting to eslint v9.
