fix(tasks/lint-rules): pin ESLint to v9 ( #24278 )

The `lint_rules` task is currently broken. See:
https://github.com/oxc-project/oxc/actions/workflows/lint_rules.yml
This fixes the task by reverting to eslint v9.

refactor(linter/plugins): lock ajv dependency version ( #19435 )

As discussed in #19405 , we need to keep `ajv` dependency (used in Oxlint JS plugins) on v6 as later versions remove some features that we use. This matches ESLint.
Lock the version to exactly 6.12.6. Initially I had `^6.12.6`, in case a new version appeared on v6 line. But that seems unlikely- it's not been updated for 5 years!
Also add `ajv` to Renovate's ignore list, so it stops trying to update it.

Hi,
I'm using Cursor which is based on VSCode `1.93` at the moment of this
PR. And i've faced with an issue when i can't install latest version of
oxc vscode plugin - by default plugin marketplace offers me `v0.0.1` and
via `Install Specific Version` i can install only `v0.10.3` while latest
is `v0.15.3`. No idea when Cursor will update its version.
There's no issue with VSCode, only Cursor.
After downgrading minimum version, Cursor allowed me to install plugin
that i compiled by myself, everything seem to be working.
Not sure about how is usually contributions made here so correct me if i
miss something
