* [packages/cli]feat: add manual command with format functions and tests (Phase 1)

Port manual command from reference implementation with async run() function,
data structures, format functions (site overview, group overview, action detail),
and 12 unit tests. All brand references use actionbook/$ACTIONBOOK.
CLI parser tests added for manual/man alias parsing.
