docs: clarify user_default_llm deprecation (#19321)
Fix config guide — user_default_llm is no longer supported. Now explains OSS tenants configure their own providers/defaults, links model setup guide, and notes Enterprise role-level defaults. TEI note retained. Docs only. Co-authored-by: sunshuren <sunshuren@tal.com>
