docs: clarify user_default_llm deprecation (#19321)

Browse Source 
Fix config guide — user_default_llm is no longer supported. Now explains OSS tenants configure their own providers/defaults, links model setup guide, and notes Enterprise role-level defaults. TEI note retained. Docs only.
