Ashley Hunter 2375d0aa0c feat: add agent skill bundle and cli info command ...

Add a skills.sh-compatible agent skill (skills/spartan) that teaches AI
coding assistants how to build spartan/ui with the Brain (headless) and
Helm (styled) layers, covering composition rules, styling, forms, icons,
the CLI, theming, the registry model, and the MCP server.

Add a new read-only @spartan-ng/cli:info generator that prints project
context (config, package versions, icon library, installed and available
components) as text or, with --json, as machine-readable output for the
skill to consume.

Document the skill and the info command on the docs site.
