Hubert Gancarczyk 93ab68bdcc fix(flow): keep "no device" ahead of "never reached the device" ...

Refines the screenless-capture fix: the composition/launch branch was checked
before the device-free one, so a device-free composition failure — exactly what
the `no-device` screen state was written for — would have reported
`never-readable` with "this step failed before it reached the device". True,
but the less precise of the two answers about a run that never had a device at
all.
