Hubert Gancarczyk cd22e6cd75 fix(cli): wrap the run-incomplete error in a testcase and count it
`junitSuite` emitted the `incomplete` case as `<error type="run-incomplete">`
directly under `<testsuite>`, where JUnit's content model — `properties?,
testcase*, system-out?, system-err?` — allows no such element. A validating
consumer rejected the whole document, which in CI means no annotations at all
out of a file that exists and looks plausible.

And because `tests` counts steps, a rejected or cancelled flow shipped
`tests="0"` with zero `<testcase>` elements: any consumer that derives results
from testcases, which is most of them, read an empty GREEN report for a build
that exited 1.

Both go away with the conventional encoding pytest and surefire emit — a
synthetic `<testcase name="run">` wrapping the `<error>`, counted in `tests`.
It carries no `time`: the case was never measured, and charging it the suite's
wall clock would double-count against the real testcases.

The reporter tests now PARSE the document instead of grepping it. Every
assertion was `toContain`, which passes wherever a fragment sits — which is
exactly how an element in an illegal position survived the suite.
