Implements ADR-079 device-agent duality: every Cognitum Seed becomes a Ruflo agent. 12 MCP tools, 9 CLI commands, 1 agent type, DDD layering with SeedClient factory. 24 integration tests validated against real Seed hardware at 169.254.42.1 (22K vectors, 45K witness chain entries).
