Adds the antigravity-skills-manager skill, the dependency-free skills_cli.py
entrypoint, and the plugin.json manifest; replaces retired and never-valid
model ids across three skills; fixes false catalog drift on Windows.

The version is bumped in all four places it is written by hand — package.json,
plugin.json, and package-lock.json at both the root and the self-referential
package entry. test_plugin_json_schema now asserts plugin.json matches
package.json, so a future release cannot bump one and forget the other.

prepublishOnly runs the Node suite, the Python suite, and the catalog drift
check before a tarball can leave the machine. Publishing previously ran no
gate at all, which is how a broken node_modules symlink reached a tagged
commit without anything objecting.
