Gateek 850639768d env: note Global is not configurable from chat ...

Name, description, and repo binding are immutable on Global; only
system_prompt could change and the dashboard handles that. The
:::edit-configuration UI short-circuits to a pointer on Global, so
don't waste a turn emitting the block for the wizard's configuration
step in that case.
