b3cb99e37e
Remove downlevelIteration from the shared TypeScript base config because modern tsgolint rejects the option before it can build a TS program. TypeScript typecheck still passes after removing the option. lintcn now gets past tsconfig parsing and reports regular source lint findings instead of failing on configuration.
