Tommy D. Rossi b3cb99e37e Remove obsolete downlevelIteration option 
Remove downlevelIteration from the shared TypeScript base config because modern tsgolint rejects the option before it can build a TS program.

TypeScript typecheck still passes after removing the option. lintcn now gets past tsconfig parsing and reports regular source lint findings instead of failing on configuration.

Tommy D. Rossi 9d9e469bff fix: sanitize accessibility snapshot to remove unpaired surrogates 
Fixes 'no low surrogate in string' API error when page content contains
malformed Unicode characters. Uses toWellFormed() on Node.js 20+ with
graceful fallback on older versions.
