Profa 30a2dc9137 feat(sync): enable cloud sync and fix tunnel manager reuse ...

Enable cloud sync to Google Cloud PostgreSQL (IAP tunnel) for
continuous data backup. Fix tunnel manager to detect and reuse
existing external tunnels instead of failing on port conflicts.

- Set AQE_CLOUD_SYNC_ENABLED=true in MCP config
- Enable sync in cloud-db-config.json
- Add external tunnel detection in IAPTunnelManager.start()
- Add gcloud CLI permission to local settings
