Dragan Spiridonov a2200f2b7a chore(release): bump version to v3.10.1 ...

Wires the ADR-043 LLM router into the production swarm path: kernel
constructs HybridRouter singleton during initialize(), threads it
through all 11 LLM-enhanced domains and MCP standalone tools. Adds
persistent aqe llm config --set, Gemini GOOGLE_API_KEY alias, 2 real
fallback-chain bug fixes (provider-discriminatory hardcoded list +
non-retryable short-circuit), and a qe-devils-advocate audit hardening
sweep closing 10 findings.
