feat(ContentSearch/DashboardSearch): enable Fuse.js token search by default

Enable `useTokenSearch` in ContentSearch and DashboardSearch for
better multi-word query matching with per-term fuzzy matching and
BM25-style IDF ranking. Fix highlight utility to compare match
regions against the shortest token length instead of the full query
length so multi-word highlights render correctly.
