Ethan Palm 0e57fcbfd9 Revert OAuth token claims documentation (#6684, #6690) (#6811) 
The token claims feature (deriving OAuth groups from JWT claims) isn't
shipped yet, so its docs shouldn't have merged. This reverts both the
original PR and its follow-up precedence clarification.
