After writing the spec file the skill now stops completely and
recommends `/spec-impl NN-slug` instead of proposing to implement
inline. Added matching hard rule to reinforce the boundary.

Replaced load-time !`command` snippets (git status, git branch, ls specs/)
with runtime tool calls, eliminating the shell directive flag that caused
the Gen security audit to FAIL.

Replaced the `!cat specs/$ARGUMENTS.md` load-time snippet with a plain
instruction for Claude to read the file at runtime. The unquoted variable
in a shell command was flagged as High Risk by security scanners.
