docs(insforge-cli): document .vercelignore support in deployments deploy

The CLI's `deployments deploy` now honors a .vercelignore file in the
deploy source directory (InsForge/CLI#163 ). Document the syntax and
the interaction with built-in excludes so agents can guide users to it.

Adds TCP services subsection covering raw-TCP deploys (Redis, etc.) and
notes public-internet exposure + ephemeral storage caveat. Refs INS-271.
* docs(insforge-cli): make endpoint description protocol-aware
CodeRabbit on #81 : the existing 'reachable via a public HTTPS endpoint'
line at the top of the Compute section contradicts the new TCP services
subsection. Revise to describe both modes explicitly.

insforge-cli: make description a backend/cloud-infra relevance gate ( #79 )

Broaden the trigger so the skill is consulted whenever a task touches
backend OR cloud infrastructure (not only when InsForge is already
named), and add an explicit relevance gate: at minimum read the skill to
check relevance, then stop if it is not InsForge work or use it if it is.
Feature list and @insforge/sdk pointer are unchanged.

docs(cli): drop prescribed insforge/functions/ layout from skill ( #75 )
...
The CLI no longer falls back to insforge/functions/<slug>/index.ts;
`functions deploy` now requires --file. Update the insforge-cli skill to
match: mark --file required, remove the Default File Path section, and use
--file in every deploy example and the recommended workflow. The CLI no
longer prescribes where function source must live.
