Trevin Chow faff23b704 docs(solutions): reroute citations off the deleted codex spec

Two learnings pointed at docs/specs/codex.md, which this branch removes.
Drop the dangling cross-link in the model-normalization learning (the fact
it confirmed is already stated in that doc's body) and attribute the
$ARGUMENTS learning's platform facts to each platform's own docs rather
than the specs directory that no longer holds the Codex spec.
