fix(skills): keep non-derivable activation tokens in descriptions

Same miss as oracle: product filenames and a distinct explain branch
cannot be inferred from a broader condition. Restore the Riffrec zip
and bundle names, and the substantial-change trigger on ce-explain.

The description must keep "consult other models" and "reconcile their
opinions" so those asks fire without the shorthand, and `oracle` so the
product token can auto-invoke the same branch.

The size-restructure sweep left most descriptions untouched, so catalogs,
flags, and procedure still sat in the always-on skill list. Restate the
15 failing descriptions as identity plus one trigger per distinct branch,
and move the ce-work discovery pin off the caller-flag string.
