Trevin Chow 555ba942f3 fix(ce-commit-push-pr): restore repo-root resolve for teaching gate 
Description-only and description-update skip the Context snapshot, so
the teaching/archive gate must resolve the repo root with
git rev-parse when it is not already in hand.

Trevin Chow 1379ce8416 fix(ce-commit-push-pr): elevate multi-PR descriptions and slim skill prose 
Add bidirectional program altitude (lead-in/lead-out) and scoped STE
framing so multi-PR work places each PR on the arc, then compress
duplicated judgment bulk so the skill surface shrinks while keeping
the same outcomes.
