Jordan Ritter 966c8901b3 fix: raise commitlint header-max-length from 100 to 120 ...

GitHub merge commits append " (#NNNN)" to the header, and scoped
conventional prefixes like "fix(runtime): ..." consume significant
characters. 100 is too tight for this combination.
