runner-stage ENV NEXT_PUBLIC_COMMIT_SHA/BRANCH expanded empty because Docker ARGs are
per-stage; re-declaring them in the runner stage (mirroring shell-docs) restores build-arg
values at runtime. Verified via local buildx.
