Michael Ramos 2de2e95e75 fix(webmcp): keep the opt-out out of the settings registry so no cookie is seeded ...

configStore.ensureLoaded writes every registry default into a cookie on
first settings access, on every surface including the guides.show
viewer, so the webmcpTools entry wrote plannotator-webmcp-tools=true for
every user whether or not the browser had document.modelContext. The
preference now lives in packages/ui/webmcp/preference.ts: read lazily,
written only as false when the user opts out, removed again when the
tools are turned back on. The portable viewer bundle is byte-identical
to main again.
