Michael Ramos 70b744a113 fix(webmcp): reveal { path } fails fast for paths that cannot open and clears waiter timers ...

A path outside the folder tree and the linked-doc cache answers
not_found at once, and a load that fails (linkedDoc.open swallows fetch
errors into its error state) settles the waiter from that error state
instead of running out the 5s commit timeout. Settled waiters clear
their timers rather than letting them fire as no-ops.
