Paul Gschwendtner 04e9696cf5 refactor: update tools tests and scripts to work with Bazel ESM (#48521) ...

* The Karma Bazel Saucelabs binary needs to use `.mjs` as everything in
  the repo w/Bazel is supposed to be ESM.
* The symbol extractor test is updated to no longer use CommonJS
  features like `require.resolve`.
