To allow improving search reputation for a.dev we added canonical
links on a.io to point to a.dev and self-referential links on
a.dev. For search engines to pick up these canonical links, we
need to allow crawling on a.io again.

With the promotion of adev to stable and being the official docs site for angular. Requests to angular.io root, but not its
subpages, should be redirected to angular.dev. Requests to paths on angular.io however will still serve as requested.

Looks like the latest versions of Lighthouse and puppeteer
are not compatible with our Chromium version from dev-infra.
This commit reverts the updates, and fixes the jobs.

This commit fixes various issues that seem to cause the 17.3.x patch
to be red for weeks:
- Eslint checking a file for aio/tools that is not part of a tsconfig—
hence an error is being reported.
- Audit-web-app importing some Lighthouse APIs that aren't available
under the given path.

In https://github.com/angular/angular/pull/54591 , a `BUILD.bazel` file was created in `aio/content/cli/help/BUILD.bazel`, this however breaks the automatic CLI help pages updates as prior to this change, the `help` directory was being deleted. See: https://github.com/angular/angular/pull/54691/commits/17346e89da2fbddf8274eeadf12bab9c5b8983d8
This commit, updates the process to delete only the JSON files and copying the new files.
