`importProvidersFrom` provides a bridge from the world of NgModule-based DI
configuration to the new, "standalone" world of direct providers and
environment injectors. Early user feedback suggested some confusion around
where this function was supposed to be used, particularly around importing
NgModule-based providers into standalone component `providers` arrays, which
is not the intended use. This confusion is exacerbated by the fact that due
to the unified `Provider` type, this kind of misconfiguration was happily
accepted by the type system.
This commit changes the return type of `importProvidersFrom` to wrap the
returned providers in an opaque type that prevents them from being used in
component provider contexts. This, together with stronger documentation
around the purpose and functionality of `importProvidersFrom`, should
address some of the above confusion.

Adds support for TypeScript 4.7. Changes include:
* Bumping the TS version as well as some Bazel dependencies to include https://github.com/bazelbuild/rules_nodejs/pull/3420.
* Adding a backwards-compatibility layer for calls to `updateTypeParameterDeclaration`.
* Making `LView` generic in order to make it easier to type the context based on the usage. Currently the context can be 4 different types which coupled with stricter type checking would required a lot of extra casting all over `core`.
* Fixing a bunch of miscellaneous type errors.
* Removing assertions of `ReferenceEntry.isDefinition` in a few of the language service tests. The field isn't returned by TS anymore and we weren't using it for anything.
* Resolving in error in the language service that was caused by TS attempting to parse HTML files when we try to open them. Previous TS was silently setting them as `ScriptKind.Unknown` and ignoring the errors, but now it throws. I've worked around it by setting them as `ScriptKind.JSX`.

There were two problems with the `importProvidersFrom` function related to
`ModuleWithProviders` values:
* The public type did not accept `ModuleWithProviders` values directly.
* The implementation of `walkProviderTree` delegates collection of MWP providers
to its caller, in order for the ordering of such providers to be correct.
However, `importProvidersFrom` was not performing that collection, causing MWP
providers passed in at the top level to be dropped.

This commit exposes the `standalone` flag on `@Directive`, `@Component`, and
`@Pipe`, effectively making standalone components a part of Angular's public
API. As part of this operation, it also implements JIT compilation for
standalone types.
Standalone types are Angular-decorated types which act as their own
"declarations", where they would otherwise be declared in an NgModule.
Marking an Angular type as standalone means that it can be used directly in
other standalone components and in NgModules, without needing an associated
NgModule to depend on it. In the case of a standalone component, template
dependencies which would otherwise be specified by an NgModule are instead
specified directly on the component itself, via the `imports` field. Other
standalone types can be imported, as well as NgModules.

This commit adds a new internal scope to `R3Injector` for
`EnvironmentInjector`s specifically. This will allow us to scope services to
the environment side of the injector hierarchy specifically, as opposed to
the `'any'` scope which also includes view-side injectors created via
`Injector.create`. For now, this functionality is not exposed publicly, but
is available to use within `@angular/core` only.

This commit exposes a new `EnvironmentInjector` abstraction, which
generalizes the "module injector" concept to injectors that are not based on
NgModules.
An EnvironmentInjector is a conceptual analogue of an `NgModuleRef` - it
represents an injector on the former "module" DI hierarchy in Angular (now
renamed to the "environment injector hierarchy"). Environment injectors are
created via the `createEnvironmentInjector` function from a list of
`Provider`s.
For backwards compatibility with current code using `NgModuleRef`,
`EnvironmentInjector`s are wrapped by an adapter `NgModuleRef`
implementation, so injecting `NgModuleRef` always returns the latest
`EnvironmentInjector`, even if that injector was not based on an NgModule.
Conversely, NgModule-based `NgModuleRef`s created via `createNgModuleRef`
are _also_ `EnvironmentInjector`s.

Since Ivy, TestBed doesn't use AOT summaries. The `aotSummaries` fields in TestBed APIs were present, but unused. The fields were deprecated in previous major version and in v14 those fields are removed. The `aotSummaries` fields were completely unused, so you can just drop them from the TestBed APIs usage.

The API golden Bazel rule has changed in the shared dev-infra code. Instead
of putting golden API reports into the golden folder as per their original
location in the NPM package, golden reports are now stored based on the
package exports. This makes it more obvious how entry-points are consumable
As part of this change, since the API golden rule now consutls the NPM package
`exports` field, the `localize/tools` entry-point golden file is now generated.
Previously it wasn't generated due to it not having a secondary entry-point
`package.json` file. Such package json files should not be needed anymore
and will be gone in future APF versions.

This commit refactors the `RuntimeError` class to support a short version of providing error messages:

DEPRECATION:
In ViewEngine, [JIT compilation](https://angular.io/guide/glossary#jit) required special providers (like `Compiler`, `CompilerFactory`, etc) to be injected in the app and corresponding methods to be invoked. With Ivy, JIT compilation takes place implicitly if the Component, NgModule, etc have not already been [AOT compiled](https://angular.io/guide/glossary#aot). Those special providers were made available in Ivy for backwards-compatibility with ViewEngine to make the transition to Ivy smoother. Since ViewEngine is deprecated and will soon be removed, those symbols are now deprecated as well:
- `ModuleWithComponentFactories`
- `Compiler`
- `CompilerFactory`
- `JitCompilerFactory`
- `NgModuleFactory`
Important note: this deprecation doesn't affect JIT mode in Ivy (JIT remains available with Ivy).

NgModule factories are obsolete with Ivy and most of the operations can already be performed with NgModule classes without retreieving corresponding factories. NgModule factories were useful to generate an `NgModuleRef` (via `NgModuleFactory.create` method). This commit adds a new function to create an instance of the `NgModuleRef` class without having the need to create a factory first.

This commit adds a new function called `getNgModuleById` to the public API surface of the framework. The `getNgModuleById` function allows to retrieve loaded NgModule class by id (specified via `@NgModule.id`). The function is a replacement for the `getModuleFactory` function.

The `getModuleFactory` function is deprecated in favor of the `getNgModuleById` one. With Ivy it's possible to work with NgModule classes directly, without retrieving corresponding factories, so the `getNgModuleById` should be used instead.

This commit removes the `WrappedValue` public API from `@angular/core`
which was deprecated in Angular 10 without replacement.
BREAKING CHANGE:
The `WrappedValue` class can no longer be imported from `@angular/core`,
which may result in compile errors or failures at runtime if outdated
libraries are used that are still using `WrappedValue`. The usage of
`WrappedValue` should be removed as no replacement is available.

This commit removes the ability to configure lazy routes using a string
for `loadChildren`, together with the supporting classes to load an
`NgModuleFactory` at runtime.
BREAKING CHANGE:
It is no longer possible to use `Route.loadChildren` using a string
value. The following supporting classes were removed from
`@angular/core`:
- `NgModuleFactoryLoader`
- `SystemJsNgModuleFactoryLoader`
The `@angular/router` package no longer exports these symbols:

The signature of the `setupTestingRouter` function from

With Ivy it's possible to create a `ComponentFactory` instance based on the generated Component def, thus the `ViewContainerRef.createComponent` can accept a Component instance and create a factory inside, rather than requiring additional complexity of creating a ComponentFactory outside (by invoking `ComponentFactoryResolver`).
This should simplify the API that is used for creating components dynamically.
DEPRECATION:
Angular no longer requires component factories to dynamically create components. The factory-based signature of the `ViewContainerRef.createComponent` function is deprecated in favor of a different signature that allows passing component classes instead.

Ivy made it possible to avoid the need to resolve Component and NgModule factories. Framework APIs allow to use Component and NgModule Types directly. As a result, the `PlatformRef.bootstrapModuleFactory` and a factory-based signature of the `ApplicationRef.bootstrap` method are now obsolete and are now deprecated.
The `PlatformRef.bootstrapModuleFactory` calls can be replaced with `PlatformRef.bootstrapModule` ones. The `ApplicationRef.bootstrap` method allows to provide Component Type, so this can be used a replacement for the factory-based calls.

In #41995 the type of `TrackByFunction` was changed such that the
declaration of a `trackBy` function did not cause the item type to be
widened to the `trackBy`'s item type, which may be a supertype of the
iterated type. This has introduced situations where the template type
checker is now reporting errors for cases where a `trackBy` function is
no longer assignable to `TrackByFunction`.
This commit fixes the error by also including the item type `T` in
addition to the constrained type parameter `U`, allowing TypeScript to
infer an appropriate `T`.

latest version uses alias exports to avoid collisions with
default library globals (like `Event`).

We currently have two long-standing issues related to how `TestBed` tests are torn down:
1. The dynamically-created test module isn't going to be destroyed, preventing the `ngOnDestroy` hooks on providers from running and keeping the component `style` nodes in the DOM.
2. The test root elements aren't going to be removed from the DOM. Instead, they will be removed whenever another test component is created.
By themselves, these issues are easy to resolve, but given how long they've been around, there are a lot of unit tests out there that depend on the broken behavior.
These changes address the issues by introducing APIs that allow users to opt into the correct test teardown behavior either at the application level via `TestBed.initTestEnvironment` or the test suite level via `TestBed.configureTestingModule`.
At the moment, the new teardown behavior is opt-in, but the idea is that we'll eventually make it opt-out before removing the configuration altogether.

When a `trackBy` function is used that accepts a supertype of the iterated
array's type, the loop variable would undesirably be inferred as the supertype
instead of the array's item type. This commit adds an inferred type parameter
to `TrackByFunction` to allow an extra degree of freedom, enabling the
