Add `browser network requests` and `browser network request <id>` commands. - Per-tab ring buffer (500 cap) stores TrackedRequest with URL, method, resource type, status, headers (normalized HashMap), post data, timestamps - CDP event handlers for Network.requestWillBeSent / Network.responseReceived - Filters: --filter (URL substring), --type, --method, --status (exact/class/range) - Response body fetched on-demand via Network.getResponseBody - Chrome internal URLs filtered from tracking - 9 unit tests + 5 e2e tests Closes ACT-882
