sen c6ddd3091d [root]fix: make CLI npm publish idempotent for workflow reruns 
Add version comparison before npm publish for platform packages and
CLI main package, matching the existing pattern in publish-js job.
Prevents 403 "cannot publish over previously published versions" on rerun.
