Haruko386 9f9433e218 fix: handle SIMDe headers installation for arm64 (#16244) ...

### What problem does this PR solve?

Updated the release workflow to install SIMDe headers into the MSYS2
toolchain include directory. Adjusted CMake flags to remove references
to the previous SIMDE_INCLUDE_DIR.
