Ehsan 9f7bc613b0 fix(agent): hold back a node whose upstream runs in the same batch (#19282) ...

Fix join node race — now checks if upstream finished, not just scheduled. CodeExec/aggregator dependencies now visible via param_refs(). Mutual references now run. 

Fixes #19265
