feat: add qqbot chat channel (#16140) ### What problem does this PR solve? Adds qqbot as a built-in chat channel so it can be discovered and started by the channel bootstrapper and shown in the chat channel settings UI. ### Type of change - [x] New Feature (non-breaking change which adds functionality)
