mjaskolski 21f45e4cb9 feat(metaskills): use explicit 'load/use the X skill' invocation wording ...

Phase Invoke lines, Operating Rule 4, the optional-phases footer, and
forward-routing lines now say "use the <slug> skill" / "load the
phase's skill" instead of a bare slug, so executing agents reliably
trigger the constituent skills. PATCH version bump on all 12 metaskills.
