Add glab-runner-controller skill for v1.83.0 (#20)
Fixes #19
Added support for new runner-controller command set introduced in glab v1.83.0.
Changes:
- Created glab-runner-controller sub-skill (EXPERIMENTAL, admin-only feature)
- SKILL.md includes workflows for controller + token management
- references/commands.md includes all 8 command help outputs
- Updated root SKILL.md to reference new sub-skill
Features covered:
- Controller management: create, list, update, delete
- Token lifecycle: create, list, rotate, revoke
- Security best practices for token management
- Troubleshooting for common issues
- Decision tree for controller state selection
