Pranay Prakash 93b921e7ba Make the workerd asset probe order-independent

The asset override is process-global and a workerd isolate is reused
across requests, so `?assets=default` merely skipping the override
inherited the pre-compiled modules from an earlier request and passed.
Install the generated bytes explicitly instead, which is the loading path
being probed.
