Make runtime tuning constants (timeouts, retry counts, stream buffering/reconnect) configurable via WORKFLOW_* environment variables, and forward WORKFLOW_TEST_LIMIT_OVERRIDES to the backend as a request header so a deployment can tighten server-side limits for testing.
