Peter Wielander df835a4fe3 test: serialize replays per run in the storm repro workbench

TEMPORARY measurement branch — do not merge. Sets WORKFLOW_SEQUENTIAL_REPLAYS=1
at build time so the flow route is capped at one invocation per run, isolating
whether concurrent replays of the same run are what shifts the correlation-ID
sequence in the storm scenarios.
