Resolve conflicts in runtime.ts, runtime.test.ts, and constants.ts (decryption-failure redelivery + replay-divergence recovery coexist). Address review feedback: - Gate decryption-failure redelivery on operation === 'decrypt' so encrypt-side AES-GCM failures fail immediately (re-fetching cannot help). - Derive the past-budget test attempt from DECRYPTION_FAILURE_MAX_RETRIES + 1 and assert it stays below MAX_QUEUE_DELIVERIES. - Document the bounded queue-redelivery behavior in runtime-decryption-failed.
