Reverts #97821, which shipped in v16.4.0-canary.5 and broke the deploy e2e tests (run 32770221068): segment-cache/prefetch-app-shell's "uses separate static App Shells for links with different root params" fails deterministically. The reverted change stamped the collected cache lifetime onto the cache entries seeded from fallback files. Those entries are placeholders that exist to be replaced — their short default lifetime is what drives the regeneration that specializes them — so a blocking route's segment entries were served as static-forever placeholders and the App Shell for a non-prerendered root param never arrived. A redesigned fix that records the rendered-content lifetime in separate, additive fields (leaving the seeded-entry lifetime untouched) is staged on `acdlite/fallback-entry-lifetimes`.
