Benjamin Woodruff c27ac0dd3a chore: Remove redundant copy of rust reqwest crate (#84982) ...

I don't know what this script does, but it compiles with the workspace's version of reqwest, and that reduces the copies of reqwest we pull in.

Might slightly speed up cold builds of the entire workspace.
