fix(webpack): update cssnano-preset-default to v7 ( #68748 )
...
## Why?
Our default CSS minifier had a bug → https://github.com/cssnano/cssnano/issues/1655 , which was also reported (below).
Since it is now fixed upstream, we need to update our cssnano in Next.js.
- Fixes https://github.com/vercel/next.js/issues/68476
## How?
- Update `cssnano-preset-default` to v6
- Add unit test to cover the case for being able to declare layer names
(the added unit test errors in an way that's unreadable on canary)
