Rod Boev bf35430c3b test(cors): use OS-assigned ports in CORS restriction tests (#3400) ...

Test-only change: the CORS restriction suite now binds port 0 and reads the
OS-assigned port instead of guessing a fixed random port in 41000-51000, and
only closes the server when it is actually listening.

Verified on merge of origin/main (6c1ecb54a): bun test tests -> 3716 pass,
28 skip, 2 fail (both pre-existing on main: field-deadline-wire real-network

--noEmit clean.
