Cursor Agent 589010e153 fix(settings): normalize localhost worker host to 127.0.0.1 ...

Windows resolvers pick IPv6-first for localhost while the worker binds
a single family, so hooks can hang until the 30s API timeout. Normalize
localhost to 127.0.0.1 at SettingsDefaultsManager and stop raw
process.env bypasses in scripts.

Rehost of #3436. Closes #2992.
