John O'Sullivan 29f2b79419 Add Agent Plugins 1.0 provider package (#487) 
* bootstrapping agent-plugins provider

* nesting into a  folder in case we start hosting more than one plugin in the future

* Align Agent Plugin paths with nested layout

Document the multi-plugin provider convention and keep sync automation pointed at the relocated portable package.
