Replace the Nx-generated stubs with full package READMEs covering installation,
quick start, peer dependencies, documentation links, and license.

robingotz 4885519fa9 feat: turn nx plugin into cli 
We add functionality that allows us to use the Nx plugin in a wrapper
that makes it compatible with the Angular CLI.
This includes a rename of the package from @spartan-ng/nx to
@spartan-ng/cli.
