Ignacy Łątka 1e771ef42b fix(debugger): selectTarget rejects unknown deviceId instead of routing to first target ...

Previously, if a caller passed deviceId or deviceName and the filter produced an empty list, selectTarget silently kept the unfiltered candidates and returned the first target — silently routing every CDP/debugger/profiler call to the wrong physical device. The function now throws with the requested id and the available logicalDeviceIds/deviceNames so the misroute fails loudly at the source.
