Ignacy Łątka 0edf1b813c fix(describe): stop flagging a restart argent cannot perform in attach mode ...

In attach mode an external provider lends the agent socket and owns the
app's lifecycle. The message for `provider_attached` says so outright —
"restarting anything is the provider's call rather than argent's" — yet
describe shipped `should_restart: true` beside it, which await-ui-element
renders as "call restart-app and retry".
