Bumps the version from `0.9.0` to `0.10.0` across all versioned packages
in the workspace.

`package-lock.json` updated to match.

- `@argent/ui` — on a separate version track (`0.0.1`)
- `packages/argent-private` — has no `version` field

specifiers required updating.
