Bumps all workspace packages from 0.22.1 to 0.23.0.

- All 16 `packages/*/package.json` bumped via `npm version 0.23.0
--workspaces`
- `package-lock.json` regenerated on Node 24 / npm 11 (`npm install
--package-lock-only --ignore-scripts`); diff is version-only
- `server.json` updated in both places (top-level `version` and
`packages[0].version`)
- `npm run check:versions` passes

No docs update needed — version-only change.
